About the Department of Fine Arts:
The Fine Arts Department aims to graduate artistic cadres who possess knowledge in the fields of fine arts and are able to enter society and practice the profession to provide the finest services and build and develop the facilities needed by community institutions. The department always seeks to achieve an appropriate level of knowledge for students that will make them able to serve the nation with high efficiency in the sectors that require You need technical specializations.
Department Message:
The Department of Fine Arts was established in the College of Fine Arts at the University of Diyala in 2015 AD. The first department council was formed in the academic year 2015-2016. The department awards a bachelor’s degree in plastic arts, and in the specializations of plastic arts (drawing, sculpture, ceramics, graphics). Currently, it has been Implementing the curriculum system starting from the academic year 2019-2020, for the specialization in drawing.
Department vision:
- Contributing to the preparation of professional creative energies that provide civil society with exemplary works that contribute to consolidating specialized knowledge and drawing the map of Iraqi art, as well as critical, aesthetic and historical knowledge.
- Providing service and scientific and artistic consultations in the field of plastic arts and developing them, linking this to the development of the Mesopotamian civilization, highlighting cultural values and modernizing them in a manner consistent with contemporary times.
- Preparing artists armed with general knowledge in a scientific and artistic way of thinking and analysis to serve the country and the requirements of the comprehensive national development process.
- Supporting artistic associations inside and outside Iraq, encouraging them and providing them with artistic expertise that helps their development and growth.
- Creating a balanced and integrated personality for the student artist in thought and behavior, developing his activity and talents, and creating his spirit of innovation and creativity, drawing inspiration from heritage, contemporaneity with the contemporary world, and interaction with it.
- Refine the student’s desire and talent, provide him with scientific knowledge, and create his spirit of innovation during his studies and even after his graduation through continuing education courses.
- Developing life in a positive, constructive scientific and artistic manner, for the purposes of study and its objectives in developing the scientific imagination and studying the techniques of artistic and plastic materials, ancient and modern.
- Expanding and diversifying graduate studies and artistic specializations in light of the national construction plans and their requirements in order to achieve balanced development between the advancement of the arts theoretically and scientifically.
The objectives of the Special Fine Arts Department are:
- Introducing the aesthetic and artistic values of the components of the environment and popular crafts and working to develop them with innovative ideas according to the capabilities of the learners.
- Identifying environmental materials and their relationship to methods of implementation in the plastic arts, working to rationalize their consumption, and developing students’ abilities to have artistic appreciation for aesthetic values.
- Developing the emotional and sentimental aspect by practicing artistic work that helps improve the senses and adapt to the surrounding environment.
- Training the senses for unlimited use and the direction of innovation and artistic creativity.
- Working for the sake of work is gaining benefit from realizing the value of educational work and working to develop it
- Providing students with the ability to quickly observe, distinguish, and master.
- Providing learners with a diverse culture by introducing them to global plastic values.
- Discovering artistically gifted students and nurturing them.
- Participate in beautifying the local environment.
The department’s vision is to qualify the graduate of the Fine Arts Department to deal with the local business environment and become a professional visual artist in the disciplines of drawing, sculpture, ceramics, and graphics.
The Department of Fine Arts aims to achieve several goals, the most prominent of which are:
1- Preparing professional and qualified artists to assume national responsibility and occupy plastic arts centers in various departments of the state.
2- Creating a balanced and integrated personality for the student artist in thought and behavior, developing his activity and talents, and creating his spirit of innovation and creativity, drawing inspiration from heritage, contemporaneity with the contemporary world, and interaction with it.

Admission requirements and testing standards for students applying to study in the department:
The conditions for admission to colleges of fine arts, including the College of Fine Arts at the University of Diyala, were included in the Student Affairs Guide and admission controls and conditions, issued by the Central Admissions Department in the Ministry of Higher Education and Scientific Research for the year 2015-2016.

Head of the Fine Arts Department
The head of the scientific department performs the following tasks:
Presiding over the Department Council, supervising the organization of its affairs, calling for attendance at its sessions, implementing its decisions, and sending the minutes of its sessions to the Dean of the College.
- Achieving the higher goals and policies of the university.
- Implementing the decisions of the College Council regarding the department.
- Supervising the preparation of the department’s strategic plan and following up on its implementation.
- Supervising the management of the department’s educational, research, administrative, financial and cultural affairs.
- Supervising the department’s administrative, academic and research development
- Carrying out the assigned teaching role for each semester.
- Monitoring students’ attendance and taking exams for theoretical and practical courses.
- Coordinating and developing the department’s relations inside and outside the university.
- Supervising the provision of all the department’s educational, research, administrative and financial requirements.
- Supervising raising the level of quality and developing its outputs.
- Implementing and following up on the decisions of the Department Council.
- Carrying out the powers delegated to him by the Dean of the College.
- Reporting to the Dean of the College any violation of the required duties or any other violations committed by a faculty member or the like.
- Periodic review and evaluation work to develop the department’s scientific and academic curricula and present them to the College Council.
- Hosting external lecturers to deliver lectures on specific topics to undergraduate and graduate students.
- Supervising the conduct of teachings and teaching methods and the performance of faculty members’ duties.
- Preparing quarterly and annual scientific reports on the activities of the scientific department.
- Presenting research to scientific committees for support and promotion purposes.
- Distributing students to training sites, distributing supervision among department members, and issuing the necessary administrative orders for that.
- Proposing the issuance of administrative orders regarding university sabbaticals and additional lectures according to the actual need and in accordance with the university regulations in force after the approval of the College Council.
- Supervising the scientific affairs of students at various levels of study.
- Experts’ proposal to consider academic promotions for department teachers.
- Assigning any of the teaching staff to carry out teaching tasks as needed, regardless of the ceiling specified by higher authorities.
- Approval for faculty members to deliver lectures in teaching or study programs for other departments.
- Approval of the nomination of faculty members to participate in the technical, administrative and scientific committees.
- Directing inquiries to faculty members in the event of their absence or delay in attending lectures and holding them accountable.
- Chairing the scientific committee in the department.
- Approaching the scientific departments at the university and the corresponding scientific departments in other Iraqi universities and the Technical Institutes Authority regarding scientific and teaching affairs or selecting lecturers and obtaining the necessary approval to benefit from their services, provided that the Deanship of the College is informed of this.
- Issuing the necessary administrative orders regarding the department’s scientific affairs after obtaining the Deanship’s approval based on its scientific authority.
- Determine the department’s needs for teachers, technicians, and administrators.
- Proposing the preparation and conditions for the admission plan in the scientific department, according to the absorptive capacity.
- Recommending the approval of the final results of the department’s students and following up with the students in everything related to their academic progress.
- Distributing lessons to faculty members in the scientific department.
- Preparing study schedules and examination schedules for the department and reporting them to the Deanship of the College.
- Holding a meeting with the department’s male and female students at least once per semester to find out their needs, problems, and difficulties they face during their academic career at the university, listen to their suggestions and opinions, find the necessary solutions, and submit his recommendations to the college dean, if necessary.
- Preparing job performance evaluation reports for faculty members and administrative staff in his department and submitting them to the college dean
- Supervising the academic advising process in the department and distributing students to faculty members.
- Conducting subject equivalencies for students transferring from other majors or from another university.
- Considering the excuses provided by students for absence from lectures or exams.
- Supervising the work of laboratories, workshops and technical workshops, ensuring the suitability of equipment and completing deficiencies.
- Signing the annual bonus and promotion form in the Direct Head field for all department members and recommending that they be granted bonuses and promotions.
- Approval to grant university service employees the regular leaves they are entitled to in accordance with Paragraph (A) of Article Nine of the University Service Law No. (142) of 1976 to enjoy within the country, taking into account the provisions of Paragraph (1) of the aforementioned Article.
- Approval to grant the university service employee, who is a member of the department or branch, the regular leave accumulated for their services outside the teaching staff, if any, in accordance with the university service law and in a way that does not conflict with work requirements.
- Recommending letters of thanks and appreciation to members of the department or branch, as well as to those outside it in cases of outstanding performance.
- Distributing duties to members of the department or branch according to what is dictated by the department’s scientific interest and issuing administrative orders in this regard.
- Inviting the Department Council to meet in extraordinary sessions when necessary.
- Recommending issuing dismissal decisions due to absence for those who exceed the permissible percentage of students in the department or branch, in accordance with the instructions in force.
- Issuing warning orders and failing students due to absences or their negligence and violation of regulations and instructions
- Issuing administrative orders regarding the delivery of lectures by associates or external lecturers (in coordination with the Deanship of the College), opening their records or forms, auditing them in accordance with the administrative orders issued in their regard, and following up on the disbursement of their wages by the department secretariat in coordination with the financial department of the college.
The rapporteur of the scientific department performs the following tasks:
1. Acting on behalf of the department head in some of the powers granted to her by the department head by supervising the organization of the department’s affairs.
2. Representing the department headship in regular meetings, deanship meetings, and every meeting authorized by the department head or in his absence.
3. Coordinating and developing the department’s relations inside and outside the college and university.
4. Participate in supervising the provision of all the department’s educational, research, administrative and financial requirements.
5. Implementing and following up on the decisions of the Department Council.
6. Submitting memos to the department head regarding any violations committed by students or department employees regarding required assignments or any other violations.
7. Assist the department head in preparing quarterly and annual scientific reports on the department’s scientific activities.
8. Assisting the department head in distributing students to training sites and supervising the department’s members.
9. Assisting the department head in supervising the academic affairs of students at various academic levels.
10. Submitting special memos regarding issuing the necessary administrative orders regarding the department’s scientific affairs after obtaining the approval of the department head and the deanship.
11. Submitting memos to determine the department’s needs for teaching, technical, and administrative staff.
12. Assist in distributing lessons to faculty members in the scientific department.
13. Assist in setting study schedules and examination schedules for the department.
14. Assist in holding meetings with male and female students in the department at least once per semester to find out their needs, problems and difficulties they face during their academic career at the university, listen to their suggestions and opinions, find the necessary solutions and submit his recommendations to the dean of the college if necessary.
15. Signing a form for disbursing lecture fees for outgoing teachers and department teachers.
16. Recommending approval to grant university service employees regular vacations on behalf of the department head when he is not available.
17. Submitting memos recommending the issuance of dismissal decisions due to absence for students who exceed the permitted percentage of students in the department or branch, in accordance with the instructions in force.
18. Submitting memorandums to the department head recommending the issuance of warning orders and failing students due to absences or their negligence and violation of regulations and instructions.
19. Supervising the preparation of classrooms and providing the necessary supplies for theoretical and practical lessons.
20. Supervising the preparation of the theater hall for various activities.
21. Follow up on students’ compliance with university regulations, instructions, and uniforms.
