Based on the provisions of Paragraph (2) of Article (37) and Paragraph (2) of Article (47) of the Law of the Ministry of Higher Education and Scientific Research No. (40) of 1988.

Article 1 The student shall be bound by the following:

First – Adherence to laws, regulations, bylaws, instructions and orders issued by the Ministry of Higher Education and Scientific Research and its institutions (the university, the commission, the college, the institute).

Second – Not to prejudice religious beliefs, national unity, or national sentiments, by badly or intentionally provoking sectarian, ethnic or religious strife, whether actually or verbally.

Third – Not to harm the reputation of the ministry or its institutions, by word or deed, inside or outside it.

Fourth – Avoidance of high discipline and respect for the administration, faculty and staff, and collegial relations and cooperation between students.

Fifth – Correct, disciplined behavior that will positively affect him upon appointment and nomination for scholarships and academic fellowships.

Sixth – Refraining from any action that would disrupt order, tranquility and tranquility on the university campus (college or institute), or participate in it and incite it or cover up for those in charge.

Seventh – Preserving the educational supplies and properties of the university, body, college or institute.

Eighth – Not to prejudice the proper functioning of the study at the college or institute.

Ninth – Adherence to the standard uniform prescribed for students, taking into account the privacy of each university or agency separately.

Tenth – Avoid calling for the establishment of organizations that would deepen segregation or practice any kind of political, religious or social persecution.

Eleventh – Avoid propaganda for any party, political organization, ethnic, national, or sectarian group, whether that is by hanging pictures, banners, posters, or holding seminars.

Twelfth – Not to invite party personalities to give lectures or hold partisan or religious propaganda seminars on the university campus in order to preserve national unity.

Article 2 A student is punished with a warning if he commits one of the following offenses:

First – Non-compliance with the uniform prescribed by the university or body.

Second – Offending collegial relations between students or bypassing it by saying to one of the students.

Article 3 A student is punished with a warning if he commits one of the following offenses:

First – Indeed, he should be punished with caution, although he was previously punished with the warning penalty.

Second – A breach of order, tranquility and tranquility in the university, body, college or institute.

Article 4 A student is punished with dismissal for a period of (30) thirty days if he commits one of the following violations:

First – Indeed, he must be punished with a warning, even though he was previously punished with a warning.

Secondly – bypassing it by saying to one of the university’s affiliates who are not members of the faculty.

Third – His defamation of a faculty member in a manner that offends him inside or outside the college or institute.

Fourth – his placing posters – inside the university campus – that violate public order and morals.

Article 5 A student is punished with temporary dismissal from the university for a period not exceeding one academic year if he commits one of the following violations:

First – If he repeatedly committed one of the acts stipulated in Article (4) of these instructions.

Second – He practiced or incited against sectarian or ethnic groupings or political or party groupings on university campuses.

Third – Actually assaulting one of the university’s employees who is not a faculty member.

Fourth – his use of violence against his fellow students.

Fifthly – the threat of armed violence.

Sixth – He carried weapons of all kinds, with or without leave on campus.

Seventh – It is deliberately caused or seriously neglected to cause damage to the property of the university, body, college or institute.

Eighth – Insulting the national unity or religious beliefs.

Ninth – bypassing it by saying to one of the faculty members inside or outside the college or institute.

Tenth – insulting the reputation of the university or organization, by word or deed.

Eleventh – A deliberate violation of the proper conduct of the study.

Twelfth – Proof of fraud and fraud against fellow students and employees of the college or institute.

Article 6 A student is punished with final dismissal from the college or institute and by a decision from the university or the commission, and his enrollment is fixed if he commits one of the following violations:

First – Repeating one of the violations stipulated in Article (5) of these instructions.

Second – Actually assaulting one of the faculty members or lecturers at the university, body, college or institute.

Third – Attaining it is a disgraceful act that is contrary to morals and public morals.

Fourth – He submits any forged documents, books or documents with knowledge that they are forged or that he is one of the instigators of forgery.

Fifth – It is proven that he committed an act that violates security and tranquility on the university campus, or his participation in it or assistance in it.

Sixth – When he is convicted of a dishonorable felony or misdemeanor, the period of his sentence therein increases to more than one year.

Article 7 First – The imposition of the penalties stipulated in Articles (2), (3), (4), (5) and (6) of these instructions on the violating student, does not prevent the imposition of other penalties if the violation occurred under penalty of penal laws. Second – If a criminal case is brought against the student for an act attributed to him outside the university or the institute, then it is disciplined and delayed until the criminal case is decided.

Article 8 The dean of the faculty or institute forms a student discipline committee headed by the assistant dean and two members of the faculty, provided that one of the committee members is legally. A representative of the (elected) Students’ Union assigned one of the administrative staff to the committee’s decision work.

Article 9 No disciplinary punishment may be imposed unless recommended by the Student Disciplinary Committee.

Article 10 The disciplinary penalties stipulated in these instructions are imposed by a decision of the college or institute council, and the council may delegate its powers to the dean of the college or institute.

Article 11 First – The penalty for warning and warning shall be final. Second – A student who has been dismissed from the college or institute for a period not exceeding (30) thirty days may object to the dismissal decision before the college or institute council, and his decision is final.

Article 12 The student may object to the dismissal decisions stipulated in clauses (second), (third) and (fourth) of Article (11) of these instructions within (7) seven days from the date of his notification of the decision issued against him. (15) Fifteen days from the date of publishing the dismissal decision on the notice board.

Article 13 The penalty decision is suspended on the notice board at the college or institute for a period of no less than (15) fifteen days, and the student’s guardian shall be notified in writing.
